This law would make it illegal for me to borrow your gun for target practice.This would be by definition a transfer and require a background check then another background check when I return it,it never stops any criminal from getting a gun.We don't need fewer guns we need fewer murderers!

I do not think we need to reinvent what our constitution gave us .We live in days of such fraud that we do need to verify with ID and proof of being a citizen.
