Is Maine too generous in providing social services to its residents? Which government benefits should be increased or decreased?

Foley
Yes I think the use of TANF EBT cards to purchase non-essential items that do support the family and children should be prohibited. I think the use of TANF EBT cards to purchase non-essential items that do support the family and children should be prohibited. The program is for temporary assistance for families; cigarettes, alcohol and tattoos are not essential and need to be eliminated.

Do you support lowering the state income tax? If so, what state spending would you cut to make up for the loss of revenue?

Foley
No If there were sufficient revenue streams indentified or program cuts that would allow for lowering the income tax I would support it. If there were sufficient revenue streams identified or program cuts that would allow for lowering the income tax I would support it. There is not a simple answer to this question without knowing how the cuts would be paid for. I do support Pine Tree Zones or Enterprise zones that would eliminate taxes in certain areas of the state that desperately need an economic stimulant that tax relief could provide to those areas.

Should lawmakers make it a priority — even if it means raising taxes — to fulfill the voters' mandate to have the state fund 55 percent of the total cost of K-12 public education?

Foley
No The first question that needs to be answered is what is the true cost of education that you measure the 55% against. The cost per pupil in the state is all over the board, some are at $7600 others at $12,500. The 55% needs to be measured at a consist cost. Perhaps we are already there but without having a consistant formula to compare against we will never get there.
